Harare-Windmill (Private) Limited has issued a stern public notice warning members of the public against engaging in fraudulent land transactions involving a property it lawfully owns — Lot FA Kinvara, measuring approximately 65.24 hectares situated in the Westgate Extension area.
According to the company this parcel of land is being illegally marketed under the name “Tsikwi Phase 1 (Westgate Extension)” by individuals and entities who have no legal rights or authority over the property. Windmill has since identified Aspire Mutingwende and Taremedzwa Kapungu amongst the many individuals operating through Redrev (Pvt) Ltd and other unknown fronts as the culprits behind the fraudulent scheme.
“These individuals are purporting to sell residential stands on land that they do not own and we want to make it unequivocally clear that they are land barons with no connection to Windmill (Private) Limited,” reads part of the company’s statement.
Windmill further revealed that the matter has been brought before the courts On 7 August 2025 the High Court of Zimbabwe under Case No. HCH3919/25 issued an urgent order directing Taremedzwa Kapungu, Aspire Mutingwende and all those acting through them to vacate the land with immediate effect. The court further empowered the Sheriff of Zimbabwe to enforce the eviction order if compliance is not met.
The company is now working with law enforcement agencies to ensure the court order is executed and the public is protected from falling victim to the ongoing scam.
Windmill has urged all prospective home seekers and investors to exercise extreme caution and to verify land ownership before making any commitments or financial transactions.
“Any agreements, payments, or stand allocations made through these individuals or their networks are null and void and expose buyers to severe financial losses and future legal complications,” the company warned.
The public is advised to contact Windmill (Private) Limited directly or consult the Deeds Registry for any clarifications regarding legitimate land ownership and developments.
